PFK Law Firm takes part in UPL Scientific Day
On June 15, 2024, the Faculty of Law of the Protestant University of Lubumbashi organized a scientific day on the theme of “Law and War”. This day of reflection focused on armed conflicts in the east of the Democratic Republic of Congo, and brought together a number of specialists. PFK Avocats played an active role in the event, thanks in particular to the outstanding contribution of its legal expert Brozeck Kandolo.
Mr. Kandolo spoke on the first panel with a paper entitled “Cyberwarfare at the heart of armed conflict in the DRC”. His talk highlighted the new forms of warfare in the digital age. He spoke of several significant events, such as the use of defense drones equipped with artificial intelligence, the dissemination of false information, and cyber espionage. Mr. Kandolo also demonstrated how Congolese law is adapting to these developments, notably through the recent Congolese Digital Code, which deals with the dissemination of false information among other issues.
However, he underlined the persistent silence on the use of artificial intelligence in international law, despite the position taken by the International Court of Justice on issues such as cyberterrorism and cyberespionage.
In his speech, Brozeck Kandolo stressed the importance of giving preference to national companies for the installation of electronic infrastructures in institutions. This would help protect the country against the risks of cyberterrorism and espionage.
